I think he simply got moved because they felt he'd exhausted most of his options and wasn't a big enough name to headline with Swagger, not that Swagger is a big name but 2 minor names feuding with each other definately wouldn't be a draw.  His big problem is he isn't a natural face, the nature of his character is unlikeable, just like Shawn Michaels in the mids 90s, a heel turn is a must before he goes anywhere.
