I think to help the idea of two leagues work how about a format like this:

Premier (traditional) league;wwe champ, ic champ,us champion.

Delux league (with new simpler rules) ecw champ, european champ, cruiserweight champ.

2 leagues with different rules.  Where you play for 5 month games. Then the top two in each league qualify for a 1 month playoff. At which point whoever is on ur roster u are stuck with no more trading and whoever scores the most during the playoffs during that 1 month will become the World Heavyweight champion.  That way EVERYONE in both leagues has a chance to become World champion.
