I doubt creative toss a coin and say it doesn't matter, most years they choose who is 1 and who is 2 for a reason, and essentially you are trying to guess that reason.

Take when Michaels won from first, they wanted it to be as epic as possible, hence he was first, if he'd had been second it wouldn't have seemed as epic now would it?  

When Mysterio won from 2nd, 2 guys had already won from 1st so although they wanted it to be damn impressive, they didn't want yet another person to start 1st and go all the way.

From a wrestling, kayfabe point of view, I see your point, but in a time when people know wrestling is pre-determind, the predictions game is essentially about guessing what creative is thinking/planning.
