Maybe the fact that they've done it every year since 2004 means they've kinda 'run out' of inductees. Maybe they should do it less frequently, make it seem more 'special'. I expect someone like Owen Hart will be inducted at some point.

I disagree.  They only induct around 6 or 7 guys per year and given how many great wrestlers there have been over the years in WWE, WCW and overseas countries (Japan and Mexico), they have a high number of potential inductees to choose from.
