I love the idea that being boring is in some way an achievement
A boring heel is a bad heel - people dont watch TV to be bored, just shows how bizarre WWE is when they intend for segments to bore the audience!
Orton is getting the biggest pops i've heard in years - and all he's changed is the speed at which he moves, bravo WWE - you've managed to keep down an immensly popular wrestler for years 
Its not just WWE its a known way of getting the crowd to hate you. Ric Flair has said in the past thats its the only way to be truely hated. Whether thats true or not i'm not sure but it makes sense.
If the heels are providing you with the most exciting moments of a PPV then i think they'll end up getting cheered and if you really want that person to be a heel then i don't think its a bad idea.
