I think he was saying though he wants them to stick to the stipulation, 100%, rather than tease the fans and then not follow through, although how are Spike TV about nudity?

Hulk Hogan’s camp was predicting a 2.0 rating for the March 8th iMPACT where he was going to wrestle. They figured a 2.0 based on the idea that they did a 1.5 on the first Monday show this year, not realizing that they did much lower in the two head-to-head hours.
