In many ways guys pay their dues with midcard titles and builds because the company wants to "test" guys out. Back when there was just ONE major title, the guy with the belt was the guy carrying the company, to give it to someone new was considered very risky. The Intercontinental Title has always been the ideal tester, look at guys who had it, A-Train, Lance Storm etc. And they were NEVER getting any further, but they had to be tried out.
Some guys get fastracked because they get immense popularity, very quickly. Goldberg in WCW, debuts September 1997, World Champ and Company Leader by....May 1998 was it?
Brock Lesnar, he was quick, came in crushing guys, wins King of the Ring, shortly after, Champion at Summerslam, but you believed it, heck he was beating top tag teams in Handicap matches, you never doubted that he WAS the man.
The interesting thing with a guy like Sheamus, is he wasn't even pushed as a Monster until he switched brands, but his push has been epic I think, he has totally dominated and stood out in every match he has been in. He got the deciding fall at the last PPV, he eliminated the most in the Battle Royal including Mark Henry who'd been sold as the guy who would need multiple people to eliminate him, in 3 weeks they can do a lot, and to be honest I think this is his "tester" run, the match is designed to protect him. He will lose the match but it finishes when you are put through a table, you can save face a lot more that way, its better than being pinned or worse having him tap out.
