You say that but the lack of a Cruiserweight Division hasn't prevented Kidd and Bourne from doing well.

I'd love to see the WWE bring back the "Light Heavyweight" Title. Like the world championship for smaller guys. It could really be worth something if done correctly. Make it tri-branded.  Imagine the possibilities:
