On the US vs. UK "Idea" Lets see what we have (if I've got your country wrong, feel free to say, some are guesses/assumptions)

So even if you combined the NON-US, it'd work out 10-8.

And if you work on an "Equal" talent split.  You have 2 out of the 10 as former champions whereas 4 of the NON-US 8 are former champions.  It could work if 2 more NON-US board members joined in or if one of the 10 Americans isn't American and I got it wrong.  

We could do it the old fashioned way, set in stone the different "ideas/choices" set up a poll, and go with the one with the most votes.

Edit: Or you could argue, because you are trying to find a way to have the "Better" players in the top league, that because the group of 8 has far more champions its fair to pick 5 from that grouping...

Edit #2: So you could have 9-9 NON-US and US.  You'd still need the top 5 from one league and 4 from the other though..
